Casino. Crisis in casinos also due to the management deficit of the properties

(Jamma) The crisis of terrestrial casinos is not only due to the economic crisis but also to the management deficit of the properties. This is what emerged in the meeting entitled 'The gambling house work collective', held yesterday at the UIL headquarters in Milan with all the trade unions present in the four Italian casinos.

During the meeting, the will to go ahead with the negotiations with Federgioco emerged.

Below is the joint press release from the trade unions:
“The meeting of 14 October last at the Casinò di Campione marked an important appointment for the Union, not so much for the negotiating results obtained with the employers' side, but for having unequivocally recorded within it the existence of more points of convergence and this, due to the particular plurality of union representation, is an element of strong novelty and an essential condition for the start of the negotiating confrontation aimed at defining the National Contract of the four Casinos, reaffirming the guidelines of the document signed between the parties on 10 March 2010 and the document of the Trade Unions signed on 10/10/2013 (which we enclose).

In fact, we believe that the failed attempts accumulated over decades are mainly attributable to the too many divisions manifested from time to time in the Sector, all aimed at enhancing the detail, without realizing that together we have to face issues that today have become unavoidable to overcome the crisis in a significant segment of the Gaming Sector (one of the few with employment quality) to which we are all called to give answers as well as our active contribution.

On the merits, the entire trade union delegation expressed critical assessments on the document provided to us by Federgioco and Fipe, while appreciating the statements made by the President regarding the open discussion on the contents of the working draft.

Basically, the document provided to us is based on a strong containment of labor costs and little adherence to the specific professional realities that the Sector expresses; we therefore highlight the need to fully mark a contractual perimeter that highlights the identity and activities of the four gaming houses and the protection of workers' rights.

However, the Union said it was ready to take up the challenge launched by the companies, as it deems it important to put in place tools aimed at development policies, also by intervening in a shared way, on the current organizational models, making them compatible with the new needs of the sector.

Secondly, the trade union delegation underlined the need to attack all those factors which negatively affect the management conditions of the casinos; underlining the absolute need to simultaneously launch a series of political/institutional interventions together with the employers' parties, aimed at removing all the legal/economic constraints that inhibit structured development policies.

Lastly, the will of the Union to play a leading role in the processes of change in the sector emerged unequivocally, claiming the conditions that allow it to govern development policies jointly with the companies, to be made compatible in any case with the rights, employment protection and tools that have long been the heritage of the world of work.

In operational terms, the delegation proposes to immediately start trade union discussions together with the general table, through the establishment of Bilateral Commissions to work on the following topics:

1) Political Commission

 Premise - Sphere of application

 Industrial relations

 Welfare

2) Regulatory Commission - OdL (elements declined by way of example, not exhaustively)

 Hours

 Holidays – Holidays

 Flexibility

 Institutes Access to work

 Labor market (employment forms)

 Multi-skilled professional mobility

3) Economic Commission

 Table minimums

 Classification and parametric scaling

 Allowances (time off, overtime, etc…)

 Corporate contracts

The delegation hopes that the resumption of the negotiating table representing all the trade unions and employers can materialize within the last ten days of the current month.
