Here the Text of the DECREE

(Jamma) The decree governing the betting exchange will be published in the Official Gazette in the coming days, but at least in the first phase it will not be possible to create networks between the platforms of the individual dealers. These are the so-called bets with direct interaction between the players: users decide whether to place the bet – as they would with a normal bookmaker – or take on the role of banker and accept another user's bet, effectively betting on the non-fulfillment of the event. Tests between the operators' systems and Sogei's control system will begin in July, the betting exchange should be definitively launched by the end of the year. The decree being published does not provide for the creation of networks between concessionaires: in essence, gaming platforms cannot be connected to each other, a possibility that would have allowed users of one company to accept offers launched by those of another. The networks could still be authorized at a later stage followed by the Customs and Monopolies Agency. The no to international liquidity has been confirmed, an option that would have allowed Italian players to compete with those of other countries. The regulation only authorizes single bets on sport (therefore it will not be possible to bet on horse racing), the minimum bet will be 50 cents, the maximum winnings 10 thousand euros. The providers – as compensation for having made the platform available – will receive a maximum premium of 10% on the winnings (but in fact the commission will settle at around 5%). The State will receive 20% of the commission received by the provider
