(Jamma) While the Government had expressed a contrary opinion, the Senate approved both the motion presented by Senator LN Bitonci and Odg number 1 signed by Senators Lumia (PD), Pagnoncelli (PdL), Romano (SCpI), Cervellini ( Mixed-SEL) and Scavone (GAL). While the motion of the M5s Endrizzi was not approved.

The Bitonci and others motion reminds us that it commits the Government to quickly launch, also through the use of emergency regulatory instruments, a 12-month moratorium on gambling on line and on electronic gambling systems in public places and open to the public.

The agenda, which replaced some motions illustrated in yesterday's afternoon session and also received the favorable vote of the 5 Star Movement, commits the Government to implement the principles of the Balduzzi decree in order to make the action of contrast to pathological gambling and in order to update the essential levels of assistance with reference to the prevention, treatment and rehabilitation services of people affected by this pathology; to take initiatives to ensure greater protection for minors and vulnerable people; to continue promoting initiatives to raise awareness of the risks associated with gambling; to ban the advertising of games of chance and games of chance in the media and information; to raise, in line with European legislation, the accreditation standards of concessionaires and controls on their corporate identity; to strengthen, with reference to the traceability of money, the dedicated account system and the betting book; to introduce a ban on participation in tenders for the issue of gaming licenses by natural and legal persons convicted of serious crimes; to equate foreign companies that operate in Italy without a license to legal operators; to provide for greater powers of intervention of the mayors; to set up mechanisms to verify the age of the player; to promote the introduction of uniform European legislation; to evaluate the possibility, within the ambit of the stability law, of aligning the VAT rate on gaming.
However, motion no. 139 of the 5 Star Movement which provided for the total ban on advertising of gambling, the raising of the taxation on gambling revenues, the traceability of financial flows and the modification of the regulation of concessions in the sense indicated by the report presented in 2010 by the Anti-Mafia Commission.
