Yesterday the Senate Budget Committee began examining the bill "Regulation of video game competitions" signed by Marti (Lega) and others. At the end of the session, on the proposal of the rapporteur Damiani (FI), the Commission decided to request the preparation of a technical report on the text under examination to exclude the onset of burdens on public finances.

The rapporteur Damiani (FI-BP-PPE) illustrates the bill in the title, pointing out, as far as he is concerned, that article 5, paragraph 1, establishes that subjects who intend to organize videogame competitions in Italy must register on the platform telematics held and made available by the Ministry of Culture. Furthermore, the following paragraph 5 provides that the Minister of Culture identifies the office of the Ministry itself responsible for managing the register. In this regard, it is necessary to quantify the costs relating to the establishment and management of the register and clarify whether the office in charge can implement the measure with only the resources available under current legislation. Article 7 provides that, in the case of payment of prizes, article 30, second paragraph, of Presidential Decree no. applies. 600 of 1973 with application of withholding tax at 20 percent. In this regard, it is necessary to have confirmation that this provision does not lead to lower revenues compared to current legislation. With regard to article 13, it would be necessary to confirm that the non-application of the provisions referred to therein, in terms of gaming regulations, does not lead to negative effects on public finances due to a decrease in revenue. In relation to the findings formulated above, it is appropriate to acquire, pursuant to article 76-bis, paragraph 3, of the Regulation, a duly verified technical report to exclude the onset of charges to be borne by public finances. Undersecretary Savino agrees with the rapporteur's findings. The Commission therefore agrees to request, pursuant to article 76-bis, paragraph 3, of the Regulation, the preparation of a technical report on the text in question. The continuation of the exam is therefore postponed.
