“Having consulted the Customs and Monopolies Agency, all the data requested by the questioner are available. The Agency quantified the increased revenue deriving from the additional extractions in the July-December period and poured it into the national emergency fund. Specifying that in the last two months the data is still provisional, from Lotto and complementary games, the increased tax revenue amounted to over 14 million. Here it is right to specify that in the July-December semester there was a greater overall collection from the gaming system of over 114 million euros and the tax profit was consequently higher. On the contrary, in the SuperEna sectorlotto and ancillary games, where the collection depends more or less directly proportional to the amount of the jackpot, the data are different. In this case, no greater tax revenues were recorded following the introduction of the additional draws as in the July-December semester the gaming collection dropped by around 80 million, and this happened because 4 jackpots were created consecutively in the first part of 2023 and in July 2023, causing players' interest to decrease. The additional extractions of Lotto and SuperEnalotto, through the Milleproroghe decree, will also be extended to the whole of 2024, and here it must be specified that these games do not have the repetitive and instantaneous character which are those which favor the phenomena of addiction. In general, no further revenue estimates can be made for 2024. The law provides that the additional resources go into the national emergency fund. The destination of all the resources that flow into this fund from various areas is gradually established by the Presidency of the Council, therefore it is impossible to determine the destination of these specific additional resources".
The undersecretary of the Mef said it, Federico Freni (in the photo), responding in the House Finance Committee to theinterrogation immediate response on the extension throughout 2024 of the additional draws of Lotto and SuperEnalotto, presented by PD deputies Merola, Vaccari, Andrea Rossi, Gnassi, Ubaldo Pagano, Simiani and Bakkali.
