Municipalities may establish additional sensitive places or territorial distances greater than those prescribed by this article and consequently deny the authorization referred to in paragraph 1, taking into account the impact thereof on the urban context and urban safety or problems connected with traffic, noise pollution or disturbance of public peace and health.
