Italia Viva presented a question on the possible opening of a new slot hall in Faenza, in the province of Ravenna. Below is the text:
"Given that:
- To date, no news has reached the citizens, much less the undersigned, and consequently Italia Viva, regarding the matter concerning the preventive opinion on the slots room in via (...) released months ago, which was precisely a question of the 3/3/2023, which had to be followed, or not, by the building permit;
- It is permissible in terms of law, and necessary, it is worth remembering, for a private individual to ask to be able to carry out his business in the area within the terms of the law, and it must be the municipality that determines that this happens correctly and promptly. This is why this question pertains 100% to the municipality, and not in any way, not today, nor ever, to those who regularly make a request, in the fullness of their faculties.
However, given that:
- In these days the municipality should express itself in favor of granting the opinion to build, for or against, which would lead to the creation of a legal entity operating with full rights;
- With the resolution of the last session of the Union of Municipalities, the mapping of the aforementioned sensitive areas was updated, from which the hypothetical slot hall itself is not at a regular distance from them;
- It is once again highlighted that even without this last remapping, the registered office declared by Faenza Calcio is in front of the entrance to the authorized venue, and it remains to be clarified why the service entrance on via (... ), more than 500 meters as required by law;
- The preventive opinion is in no way binding, it is enough to remember the Malpezzi council, which after having granted one, denied the building permit due, in the interim period, to the appearance of a new sensitive place nearby;
- The statements of the Deputy Mayor in the press are worrying, where there is talk of operation possibly being granted until business costs are amortized, when this rule instead protects only those who have already received the building permit, and who rightly, perhaps finding themselves faced with the arising of a new sensitive place, is "protected" for its business investment, up to a maximum of 10 years of operation from that moment.
Whereas:
- The picture seems unambiguously evident in terms of rules and facts;
- To date there would be damage to the business world of the sector, from a sudden change of direction. Under the previous council, all slot businesses in the city were closed or blocked, as in the case mentioned in the introduction, creating a certain line on which entrepreneurs moved. With a loss of jobs for dozens and dozens of Faenza workers. Fact to highlight. This first possible permit, in sensitive places, could shuffle the cards, attract further players to the city, and this would have incontrovertible marketing logic.
THE MAYOR AND THE COUNCIL ARE QUESTIONED
- To understand whether the building permit has been issued;
- To understand what the choice will be;
- To understand how we are trying to interpret the legislation, which is actually very clear and simple;
- To understand once again why the measurement of the Fenza Calcio headquarters was made from the furthest service entrance, and not from the main one;
- To understand what plan of the city you want to leave to the people of Faenza at the end of this electoral mandate".
