The dossier "Elements for the evaluation of aspects of constitutional legitimacy" relating to the "Discipline of horse breeding" law has been published by the Chamber's Research Service. In particular, the dossier highlights that "the provision, although affecting agriculture, of residual regional competence pursuant to article 117, fourth paragraph, of the Constitution, appears mainly attributable to matters of exclusive state competence: protection of competition, tax system of the State and civil order (article 117, second, paragraph letters e) and l)".
