“The Italian gaming market represents one of the largest on a global level. Adequate responses are therefore needed. In addition to the regulatory stratification, which has complicated the activity since 2003, there have not always been adequate measures to combat degenerations. If the equation according to which the presence of gaming halls is associated with degradation and illegality in the area is not true, neither is the equation according to which, in a simplistic way, legal gaming always means safe gaming. Criminal organizations, which have increasingly transformed their vocation towards many entrepreneurial activities, including legal ones, have made significant profits through games and betting. In our country it is increasingly necessary to try to rewrite the rules of a sector which, also due to the volumes of money it has moved through collection alone, has shown some traits of vulnerability that must be remedied to protect legal businesses. Today an organic law is fundamental. The objective of our proposal is to strengthen the barriers against external interference and raise the qualitative bar of the offer to protect businesses. Furthermore, the issue of excessively high taxation must certainly be addressed. The issue of tenders for concessions and that of payout for online must also be addressed. Finally, there is the issue of gambling addiction. Today it seems that there is a desire to decline this dependence on the responsibility of the individual player and this in our opinion is a very serious mistake. We hope that the Government does not impose anything on the rewriting of the rules, but tries to listen to you and other subjects, discussing freely also with the opposition".
