(Jamma) Not only electronic cigarettes, alcohol, Irpef: the halt to the 2013 VAT increase could also come from a tightening of taxes on gaming. These would be the rumors circulated while the Council of Ministers was in progress which therefore decided to postpone the increase in the value added tax to 22%.

Thus, this morning the decree law "Urgent measures for the revival of employment and on the subject of VAT" was examined, presented by the Minister of Economy Fabrizio Saccomanni, the Minister of Labor Enrico Giovannini and the owner of Territorial Cohesion Carlo Trigilia.

It is a text that is not armored to a specific coverage, and can even be reviewed right at the time of approval, which could even lengthen the stand-by period of the VAT increase until 2014.

In fact, since yesterday, it would be not only the postponement but a further postponement of another three months, for which, however, the usual problem of coverage remains. "The decree", explained Prime Minister Letta "will now go to Parliament and there, together with the parliamentary commissions, any further deferment with respect to October 1 will be verified, but in the meantime this is a small goal". "To be able to postpone the VAT increase again or even avoid it, the Ministry of the Economy and Finance must identify very precise coverage, as it did in this case by managing to find one billion euros".

If for the first quarterly postponement one billion had been identified in the possible increase in taxation on alcoholic drinks, electronic cigarettes, gaming rooms and slots, now to prolong the block on the increase, an intervention on the personal income tax regime on self-employed workers is also being evaluated, which it would also involve an adjustment of Ires and Irap.

In addition to the one billion euro needed to postpone the first three months, therefore, the other two would be available through these measures.

The government, however, excludes new taxes on gaming.

For the coverage necessary for this first postponement – ​​roughly one billion, in detail: 864,6 million for 2013; 117 million for 2014; 112 million for 2015; 51 million for 2016 and one million euros starting from 2017 – the government has therefore envisaged two types of intervention. The first on the so-called e-cigs, electronic cigarettes: "Products containing nicotine or other substances suitable for replacing the consumption of manufactured tobacco - reads the draft of the decree - as well as mechanical and electronic devices, including spare parts, which permit consumption, are subject to a consumption tax equal to 58,5 per cent of the retail price". of the Irpef advance, the personal income tax, is set at 31 percent (now it is 2013%). For 100, it is specified in the draft, this provision produces effects exclusively on the second or single installment of the Irpef advance, "by making the payment in an amount corresponding to the difference between the total advance due and the amount of any first installment" .
