Rolfi (Lombardy Region): "Our law does not want to ban, it just wants to better regulate the gambling sector"

(Jamma) "Ten rules, those contained in the decalogue drawn up by the working group of the Council of the Lombardy Region, on which the Giunta is working and which within the next week will lead to the presentation of a law text on the regulation of gambling which it will be approved by the Regional Council in the autumn”. With these words, Fabio Rolfi councilor of the Northern League and coordinator of the working group, confirm to Jamma.it the speedy progress of the works for the presentation of a law which allows for the regulation of the gaming sector by affecting those economic and social aspects which have heavy repercussions on individuals affected by this type of pathology.

Numerous proposals are contained in the decalogue presented at the beginning of June at Palazzo Pirelli. “These range from the proposal for a system of rewards or tax breaks for businesses that choose not to install slots, to the introduction of training courses for the local police as a tool to combat gambling addiction, to the localization of businesses at a distance of at least 500 meters from sensitive places such as schools, places of worship, sports facilities and hospitals".

“We propose – Councilor Rolfi explains to us – to evaluate the possibility of inhibiting gambling for minors and people already followed by social services. In the decalogue, which we handed over to the junta, we also ask for changes to be made to the rules to reduce advertising on municipal spaces and on public transport commissioned by companies active in the public gaming sector, but also online gaming. Furthermore, the preparation, with the competent public education commission, of training courses within schools, the dissemination of information material through the Local Health Authorities and the launch of awareness campaigns aimed at citizens are requested. The creation of a regional fund to finance the prevention and treatment of problems linked to the phenomenon of gambling addiction and the introduction of the regional service card for playing slots and guaranteeing that the player is of majority age.

Obviously - he continues - we have worked in such a way as to adopt interventions of regional competence to avoid seeing the law blocked and invalidated in court. From this point of view, the Ligurian legislation represents an important positive precedent in the face of the many regional regulations annulled by somewhat wavering administrative jurisprudence. The Ligurian regional law has resisted the tar and represents a breach in the legal system. It is clear that the best solution would be an intervention by the national regulator to standardize and regulate the sector a little better than it is currently regulated. In the meantime, the regions are doing their part as much as they can. We are not asking to ban public games but to regulate them better, above all with a view to protecting the citizen in the face of any consequences that this activity inevitably entails.

We will see, later, the text that will approve the Giunta and we will discuss this. We also remind you that before approving this decalogue we heard all the interested realities, from players' associations, to sector operators, to local authorities and mayors who sounded the alarm and who provided an important contribution to the result obtained ”.
