The scheme of measure ID 5 of the Department of Food Sovereignty and Horseracing of Masaf (Ministry of Agriculture, Food Sovereignty and Forestry) has been published in the Senate relating to the reduction of the allocation cap.2298 pg 5 "Expenditures for the national totalizer for the management of horse racing betting", contained in Annex VII (Report of the Ministries on the degree of achievement of the 2023-2025 spending objectives) of the 2024 Economic and Financial Document.

“The measure referred to in ID 5 – we read in the annex -, inherent to sectoral policy interventions, concerns the reduction of expenses for the financing of the national totalizator for the management of horse racing betting, pertaining to chapter/pg 2298/05 “Expenses for the national totalizator for the management of horse racing betting”, for which 2.500.000 euros are allocated under current legislation. The measure, which relates to a general reorganization in the field of horse racing betting which has become necessary in consideration of the profound crisis affecting the sector, provides for the reduction of 650.356 euros on the reference chapter starting from 2025. From the monitoring up to 31 December 2023 there are no report critical issues in achieving the objective. The chapter/management plan was not reinstated during the 2023 financial year. Finally, it should be noted that a regulatory proposal to reform the horse racing betting sector undertaken by MASAF is in the works, which strengthens the sustainability of the proposed expenditure reduction measure".
