The 2024 Economic and Financial Document was approved by cabinet on the proposal of Minister Giorgetti. This is the last one in this format. The reform of European economic governance (still being approved) will, in fact, be based on a new document, the Structural fiscal plan medium term which will indicate the programmatic objectives of the legislature. The timeline established in the transitional rules provides for the Plan to be approved by September 20th. While awaiting these deadlines and the definition of the reference trajectory for net primary spending (the new univocal indicator underlying the new governance), the Def does not report the programmatic profile.
The Economic and Financial Document (DEF) was prepared in compliance with the rules of the Stability and Growth Pact, while taking into account the ongoing transition towards the new European economic governance.
The DEF notes that current transfers from families have increased (+2.572 million) also due to the greater collection of proceeds from gaming (+1.900 million).
The Document also refers to the tax reform delegation law which contains the principles and directive criteria for the reorganization of the current provisions regarding public gaming as an intervention that is part of the program to further reduce taxes on labor and increase the efficiency of the tax system through the adoption and correct implementation of the enabling law of
tax reform, while preserving the progressivity of the tax system and improving fairness, in particular by rationalizing and reducing tax expenditure, including VAT and environmentally harmful subsidies, and reducing the complexity of the tax code ; align cadastral values with current market values.
For an adequate reorganization of the sector of public gaming collection networks, which also ensures the protection of public health, the concessions for the remote collection of public gaming have been extended for consideration until 31 December 2023.
