The examination of the Government's Legislative Decree "Further urgent provisions for the implementation of the National Recovery and Resilience Plan (PNRR)" continued yesterday in the Chamber Budget Committee. Among the various amending proposals presented, there was also one signed by Cerreto (FdI) - declared inadmissible - which assimilated the compensation paid to those responsible for the control and regulation of horse racing and saddle horse events to employee income , also providing that the same workers are subject to registration with the separate management of INPS.
The full text of the amendment follows:
After paragraph 4, add the following: 4-bis. Article 50, paragraph 1, of the decree of the President of the Republic of 22 December 1986, n. 917, after letter l) the following is added: «l-bis) the compensation paid to those responsible for the control and regulation of horse racing and saddle horse events for an amount exceeding 15.000 euros, limited to the part exceeding this amount. ». 4-ter. Article 2 of law 8 August 1995, n. 335, the following modifications are made: a) to paragraph 26, add, at the end, the following period: « Starting from 1 January 2025, those responsible for the control and discipline of horse racing and events are required to register of the saddle horse. »; b) after paragraph 29, the following is added: «29-bis. For those employed in the control and regulation of horse racing and saddle horse events, the contribution to separate management is due in the amount of 25 percent and is applied to the portion of income exceeding the amount of 5.000 euros, as shown in the relevant annual tax return and final assessments. The payment of the contribution is paid by the member for one third and by the Ministry of Agriculture, Food Sovereignty and Forestry for two thirds. Until 31 December 2027, the contribution is set at 50 percent. ». 4-quater. The charges deriving from paragraphs 4-bis and 4-ter, equal to 600.000 euros for each of the years 2025, 2026 and 2027, are provided for by corresponding reduction of the allocation of the current part special fund registered, for the purposes of the three-year budget 2024-2026 , within the "Reserve and special funds" program of the "Funds to be shared" mission of the estimate of the Ministry of Economy and Finance for the year 2024, for this purpose partially using the provision of the Ministry of Agriculture , food sovereignty and forests.
