The Senate Finance Commission expressed a favorable opinion on the draft ministerial decree for identifying the events to be combined with the national lotteries to be carried out in 2024 with some observations.
The detail aims to be a relaunch operation by combining it with a broadcast, but in particular with the Sanremo Festival. The proposal included at the bottom of the document asks that next year this broadcast be the Song Festival, capable this year of keeping three out of four Italians glued to their televisions.
“Today in the Senate Finance Committee I expressed a positive opinion as rapporteur on the ministerial decree for the identification of the events to be combined with the national lotteries for 2024. It should be considered, in fact, that the performance of the deferred draw lottery market has been progressively reduced over time by competition from new games and the instant lottery. Therefore, combining the Italian lottery with a television broadcast, an event that the player identifies over time, I believe is an effective tool to guarantee a good level of ticket sales. I also proposed that the Government and the Customs and Monopolies Agency plan to combine the Italian lottery with a successful television broadcast such as the Sanremo Festival and that the additional revenue be allocated to the National Fund for live entertainment and to Lyrical-symphonic foundations. The latter would be an excellent signal for culture. It's very good that the commission approved the opinion,” explained Fratelli d'Italia senator Filippo Melchiorre, vice-president of the Finance commission.

ON GOVERNMENT ACT NO. 120
The 6th Commission (Finance and Treasury),
having examined the draft legislative decree in the title,
highlighted that
the performance of the deferred draw lottery market has been progressively reduced over time due to the introduction of new games and the offer of the instant lottery,
the success of selling deferred draw lottery tickets depends on the possibility of a match with an event that the player easily identifies over time,
shared the choice to combine the Italian lottery with a television broadcast as the only tool to guarantee a level of ticket sales at least equal to that found in 2023,
expresses a favorable opinion, with the following observations:
the Government considers assigning the Customs and Monopolies Agency, as the body that directly manages the Italian lottery, the task of providing for the combination with the television broadcast of the Sanremo Italian Song Festival;
to provide that the additional revenue recorded compared to the lottery carried out in 2023 will be allocated to the National Fund for live entertainment and to the opera-symphonic foundations referred to in legislative decree no. 367 of 1996.
