Spain. Two decrees on the regulation of the Catalan lottery arrive in Brussels

(Jamma) Two bills from the Spanish region of Catalonia fly to Brussels to regulate the Binjocs lottery organized by the Entidad Autónoma de Juegos y Apuestas of the government of the region and relating to the preparation of the minimum compatibility requirements for the terminals and devices used for participation to the lottery itself.

 

The first decree regulates the methods of playing the Binjocs lottery, organized, managed and marketed by the Entidad Autónoma de Juegos y Apuestas, through a legal regime subject to decree 241/1986, of August 4, which establishes the general rules of lottery games, organized by the Entidad Autónoma de Juegos y Apuestas of the Catalan government, and through the decree 339/2011, of May 17, which regulates the marketing of lottery games organized and managed by the same Catalan entity.

The new discipline takes into account the means adopted to encourage the practice of responsible gaming, in accordance with the provisions of the Catalan Department of the Economy, such as the use of warning messages. Furthermore, it is established that the operators who will be able to sell lottery tickets will be companies that manage casinos, bingo halls and game rooms, which have access control adequate to the regulation on access bans to gaming halls and are authorized by the Entidad Autónoma de Juegos y Apuesta for commercialization.

The second decree instead provides for the determination of the technical requirements that the terminals and devices used to practice the Binjocs lottery must meet.

The deadline for the approval of the notified decrees will be 10 February 2014, the date by which the European Commission will have to express itself on the proposed law.
