The Customs and Monopolies Agency has published the “Economic budget 2024“. In "Annex d) - Plan of indicators and expected budget results", there are some references to the gaming sector. Below is the detail:

"Services Area – competitiveness and support for growth

(…) With a view to providing quality services to citizens and stakeholders, ADM intends to further accelerate the process of simplification and reduction of the burden of obligations through: strengthening the customs IT system, electronic dialogue with operators and interoperability with other administrations; the further development of the digitalisation of customs and excise processes; The improvement of the management of the sectors related to the game and to manufactured tobaccos; the optimization of administrative procedures. Controls Area - taxation and legality

ADM's action strategy is aimed at improving the effectiveness of the levels of supervision and control on the national territory, at increasing the quality of the verification of operations in the customs, excise - energy and alcohol, excise - tobacco and games, to ensure tax claims in the sectors of competence through targeted territorial protection policies, as well as a consolidated action strategy in the non-tax field, especially to protect public health and Made in Italy. In gaming sector, the Agency, also in 2024, will undertake to promote study and analysis activities aimed at implementing an overall reform of public gaming in order to ensure, without changing tax revenue, the elimination and reduction of the risks connected to the gambling disorder and combat illegal gambling and fraud against the treasury. Goal 1:

  • Treasury revenues

The indicator refers to the revenues deriving from the overall action of the Agency also following control, assessment and verification activities relating to the movement of goods and internal taxation connected to international trade as well as verification and control on exchanges, production and consumption of products and natural resources subject to excise duty and in gaming industry and tobacco.   • Checks on the regularity of payments of the concession fees envisaged in the agreement, carried out by the concessionaires, within 25 days of payment (gaming sector)

It is an indicator of the timeliness of the administrative action with regard to the verification of the regularity of the payments made by the concessionaires.

Goal 6:

  • Betting hall, Bingo and VLT monitoring index

The indicator measures the number of establishments (betting rooms, Bingo and VLT) controlled by the Agency in relation to the reference audience.

  • Number of audits of online gaming platforms, VLT gaming systems, Bingo and betting and number of checks on criteria and processes performed by VLT gaming systems certification bodies

It is an indicator aimed at maintaining control over the technical-operational compliance of online gaming platforms, VLT, Bingo and betting systems.

  • Number of websites with illegal gaming offers blocked in the year

The indicator represents the Agency's monitoring action in the online gaming sector, aimed at avoiding the proliferation of sites offering illegal gaming.

Goal 7:(…)

  • Percentage of training hours on the ADM core business compared to the total hours provided

The indicator detects the Agency's ability to specialize in core business matters (customs, excise duties, games, tobacco and anti-fraud), a growing number of executives and key officers of ADM”.
