Terni. The municipality adopts an anti-gambling regulation; no new theaters without council approval

With a change to two articles of the technical regulations for the implementation of the master plan, the municipal council approved a new procedure for the opening of the amusement arcades on Monday morning in the municipal area, with the involvement of the council, which is called to express itself from time to time and to decide its location.

Only the first step but, according to the councilor for urban planning Marco Malatesta, who proposed the resolution, the one on the regulatory plan is only the first step: «Together with the other councilors, we could take other initiatives, perhaps a regulation on the distances of cinemas from so-called sensitive places (youth centres, hospitals, facilities for the elderly, churches and cemeteries, ed) or on opening hours". In fact, in articles 55 and 159 of the Technical standards for the implementation of the master plan, the need is inserted by those who intend to open a games room to request the clarification of the intended use which must be approved by the municipal council, with its own deliberates, on the proposal of the council. "In theory - explains Marco Malatesta - there is no further limitation, but in practice a passage to the city council is necessary, which will have to evaluate whether there could be a games room at that point, thus considering its correct inclusion in the urban context" .

A cultural path is needed «Regulations are not enough to combat gambling addiction; we need a cultural journey», the commissioner then specifies. discuss a social phenomenon which in recent years has also been accentuated in Terni, as in the rest of the country, and perhaps propose further initiatives, even of a different nature, capable of affecting this phenomenon».
