The draft Provincial Decree approving the General Regulations of Games and Betting of the Autonomous Community of Navarra has been sent for observation to the European Commission.

Subject to comments, the Decree will be adopted after May 21st. The text contains provisions common to all forms of gambling practiced in Navarra, orders their regulation and planning, regulating aspects relating to players, the requirements that companies must satisfy regarding gaming, advertising, sponsorship and promotion of gaming, materials for the practice of gambling and aspects relating to the control and inspection of gaming, as well as the sanctioning regime.
It includes the specific regulations of each gaming sector, betting, bingo, scratch cards, lotteries, gaming machines, tombolas and random combinations. This includes regulation based on the game's distribution channel, face-to-face and online. The Annex establishes the modalities of games and betting, their essential rules, technical specifications and, where appropriate, the restrictions and limitations imposed on their organization and practice in accordance with the provisions of the specific regulations.

The regulatory provision is necessary for the implementation of provincial law 16/2006, of 14 December 2006, on gambling. The legislation in force today is scattered and includes unequal formulations for aspects common to various sectors of the game, which makes regulatory unification necessary. Furthermore, there are still rules that need to be adapted to the principles of simplification, procedural economy, administrative effectiveness and efficiency.

The Provincial Decree aims to correct these deficiencies and dysfunctions, integrating into a single text the specific rules of the different types of gambling, as well as regulating other aspects provided for by the Provincial Law on gambling.
