Considering that, due to the effects that would be determined medium tempore, a situation of extreme gravity and urgency emerges such as to require the suspension of the effectiveness of the contested act, the Court "It accepts the request for provisional precautionary measures and, as a result, suspends the effectiveness of the contested act until the publication of the decision to be taken following the collegial discussion of the appeal scheduled for the council chamber of 30 August 2023".
