“I would like to applaud the Government which, after more than a decade of inaction, has finally started to reorganize the sector. Article 13 of the decree identifies the places where it will be possible to set up the top-up sales points, the places are identified in the tobacconists and in the businesses owning Tulps 86 and 88. For us this is an element of extreme clarity and puts an end to a regulatory void which in recent times has allowed the indiscriminate opening of PVRs, even in businesses other than those in the sector. With the decree the PVR network will be narrowed and we will have a controlled network with greater coverage of the territory and more traceability. Having included tobacconists as points and being able to top up and open gaming accounts is certainly a qualifying choice. We hope that this role will also be recognized for the reorganization of the physical game. We agree with the choice to establish an electronic register for the registration of those who carry out top-up sales point activities, in this way the consumer is given the certainty of playing in an authorized point. The critical issue concerns the registration fee of 200 euros for the first year and 150 euros for subsequent years, excessive amounts when compared to the profitability deriving from the activity of opening and topping up the gaming account. The average earnings for a PVR is around 100 euros per year, which would therefore be an uneconomical activity for the point of sale. Even the choice to give the player the opportunity to top up a maximum of 100 euros per week is incomprehensible. The gaming account is in fact already a tracked element, the player is always identified and registered. This amount limits the operation of the point of sale and is in contradiction with the rationale of the law to create a professional network that can manage the top-up, opening and closing of the account. We ask for a reduction to 50 euros for registration in the register and a remodulation of the same with a "one-off" payment only at the time of registration. We also ask to increase the amount of the weekly top-up on the gaming account".
