“To facilitate the work, we at Acadi discussed with Sapar, AsTro and EGP-Fipe to bring to the attention of politicians a point of view that represents the entire supply chain. On the online reorganization decree we placed emphasis on two specific aspects, one linked to the cost of the tender, 7 million is really a lot and there is the risk of penalizing small and medium-sized businesses that are trying to chase aggregations. The other aspect is that inherent to the prohibition on the part of local points, which sell cards to participate in online games, from accepting payments abroad. This ban is very important and there is an aspect missing that allows it to be applied immediately without delay. This reorganization arises from the Fiscal Delegation, where an overall reorganization of public gaming is expected. Unfortunately we started only with online, this is fine but we must then also proceed with the reorganization of the physical, not for the protection of businesses, but for the protection of tax revenue. I want to remind you that 5,9 billion out of 11 of the 2022 tax revenue were generated by the equipment section, in particular by the generalist network present in the area. Let's talk about an aspect that cannot be overlooked. If we do not proceed as soon as possible with the reorganization of physical gaming, we risk compromising this very generalist network present in the area, which is currently the recipient of bans, time limits and distance meters. When making assessments on the reorganization of the public gaming sector, the Unified Conference must therefore also evaluate the aspects of physical gaming, treating everything together. This is also essential to create a strategy to combat gambling disorder that avoids spillovers of demand towards other areas. Since 2011 the regions have moved forward with extensions and provisions made by the courts, now given that there is a real risk of losing tax revenue and of compulsiveness being transferred from one party to another, today it would be good for gaming operators, in the appeals they make on the closure measures, they are not left alone by the institutions. The Mef, ADM and the Ministry of Health are right to intervene and represent the urban planning pathology that has been created over time".
