“The reorganization must be done and we must be convinced that it will be done. We have to do whatever it takes to make it happen. The question is one of method. A topic of such broad public interest cannot move forward with apocryphal drafts. For such an issue, the method of public consultation should be adopted, in which all stakeholders can write down what they think. The method must be more transparent and shared. Otherwise public interests may not be protected in the best way."
