“More than the online gaming scenario that emerges from the decree, I see light in two aspects that are more principled. The first concerns the attempt to involve sector operators for the first time in the regulatory processes through the establishment of a Council. The second concerns the acquisition within the reorganization provision of the concept of stabilization of the rules that govern the concession for its entire period. They are timid openings to considering the world of public gaming as an integral part of the national economy. The reorganization is, however, a missed opportunity due to the timidity with which a topic that will be the theme of the future, that of multi-channel, was addressed. We are talking about a concept, a way of being of the economic activities of this country which has now entered into common use in most industrial sectors. In the world of public gaming, which would seem to be one of the most immediate in which to address this issue, the topic has been approached with extreme timidity. Regulation from this point of view is a very strong rear guard and does not prelude to a systematization of situations, but to a series of conflicts and disputes on the topic".

“It is clear that the first battle is to try to overcome a whole series of hypocritical attitudes. Regarding the reorganization of the physical game we should try to pursue some objectives. The first concerns economic sustainability, an important element so that there are no physical expulsions of subjects belonging to any level of the supply chain, as happened online. The second concerns distribution models, here I refer to the protection of the generalist network, which is one of the fundamental issues, because it guarantees security both from the point of view of legality and from the point of view of the control of anomalous and pathological behaviour. The third point concerns the stability of fiscal regulation in the period in which the new scenario takes hold. If there is a nine-year concession, this concession must start with a tax regime and presumably must arrive without the typical changes of previous concession periods. From this point of view I would take up a slogan that has been that of the trade associations in past years: for those gaming segments that have gaming collections as their taxable base, the transition to the margin as the taxable base could be an important element for the strengthening and consolidation of companies operating in the sector at any level", concluded Iaccarino.
