The Customs and Monopolies Agency has started a dematerialization process of the authorizations for amusement machines envisaged by article 110 of the TULPS, which will involve the gradual and progressive replacement of the current paper titles printed on watermarked paper with hologram, in compliance with the provisions dictated by the Digital Administration Code (Customs and Monopoly Agency – Circular no. 31 of 2023 August 19).

The dematerialisation process - which is expected to start from 20 September next - will initially affect only devices that do not provide cash prizes and, at a later stage, will also be extended to devices with cash prizes referred to in paragraph 6, lett. a) Tulps

The new procedure, described in circular no. 19/2023 of the ADM Games Management, provides for the digital generation of the titles and the release of the same to the producer/importer (in the case of the distribution clearance) or to the manager (in the case of the operating clearance) through their own reserved area, accessible from the website of the Customs and Monopolies Agency, with Spid, Cie or Cns.

Operators will then have to download the appropriate label, which also includes the presence of a QR-code, to be printed on an adhesive paper support and affixed to the devices which, when fully operational, will replace both authorization titles: by scanning the QR-Code present on the label will in fact display all the information relating to the appliance, present in the Agency's database, updated in real time, currently reported both on the NOD and on the NOE.

ADM then specifies that, in order to allow the widest possible control of the authorization certificates and the progressive transition to the total digitization of the certificate, until otherwise indicated by the Agency, <<the operator of the device, in the event of issuing new authorizations starting from 20 September next, is obliged to affix on the device so as to make it clearly visible both the authorizations (NOD and NOE) printed on paper simple, is the label bearing the QR-Code>>.

The dematerialisation process, underlines ADM, will concern all the new authorization certificates that will be requested and issued by the offices starting from 20 September: since for devices that do not already have them, together with the release of the NOEs, the device is also issued of security (RFID), the need for the personal collection of the same device at the offices of the territorially competent Monopolies remains unaffected.

Finally, it is specified that the existing paper authorization documents, already affixed to the devices in the original on watermarked and hologramed paper by the Agency, will remain valid and, therefore, will not have to be replaced, for the moment, by those in electronic format. The association informs that it is available to members for any clarification or assistance in the procedure
