SALFI. Against organized crime it is necessary to strengthen the structure

(Jamma) "Let's revisit the issue of Monopolies - writes in a letter Sebastiano Callipo, Secretary General of SALFI - because we believe that it is necessary today, from SALFI, to launch a new serious alarm to the political class, with the precise request for timely and incisive interventions, especially in terms of hiring, for a structure that today has just 2.500 employees, of which 500 are just dedicated to controls, which also includes tobacco.
It should be noted that gaming alone represents 2.000 licensees, 5.000 operators, 100.000 shops and 400.000 "slot machines".
It cannot escape anyone that the forces in the field are absolutely inadequate to deal with gambling, perhaps more formidable than the phenomenon of tax evasion.  

It should be emphasized that until 2003 the game was a "business", a source of huge revenues and sensitive to infiltrations of all kinds, managed almost completely illegally.
A major effort began in 2004, with systematic checks on concessionaires, shareholders, directors and ownership structures.
Beyond the relevance of the controversy whether it is wrong or not to demonize the game, it should be remembered that last year out of the 87 billion euros played, the State collected 8, whereas the players shared over 70.
And beyond, finally, the further controversy about the phenomenon of "gambling addiction", on which the Monopolies are active with the Observatory established by the Balduzzi decree, it should be emphasized that it is "emblematic" and "disturbing" that one leaves a structure with the staff listed above and with the personnel discriminated against in terms of pay, to face a system subject to criminal infiltration on a daily basis and with serious risk for the employees.
According to the Confsal-Salfi Federation, it is necessary that the actors in this "Greek tragedy" assume, within the scope of their distinct competence, the specific and respective responsibilities, deciding, also within the Fiscal Delegation Bill, whether to adequately strengthen the aforementioned structure, or to revisit the recent merger by incorporation and give life to the so-called "Games Agency", thesis supported by us.
Focused on a hotly topical issue, given that we live in a country of bettors, who use around 500.000 terminals every day to play, with a turnover of around 50 billion euros, where Lombardy and Lazio excel, with an average collection annual per capita of 10 and 6 billion euros.
Repeat juvant
State Monopolies today, due to the situation in which they find themselves, cannot adequately combat criminal infiltration in the lottery and "slot machine" sector.
It must be said, in truth, that the Director of Monopolies dr. Magistro has, several times and on various occasions, raised the necessary alarms, where it must be acknowledged to the Undersecretary of State Hon. Giorgetti, that he has never underestimated the serious situation mentioned above.
In fact, even this morning, in the formal meeting granted to the Secretary General of the Confsal-Salfi Federation, sharing the formalized concerns and requests made to the Prefate Undersecretary, he ensured further and effective interventions with the Minister of Economy and Finance prof. Saccomanni, even though, it must be said clearly, the Government is in a delicate moment of institutional crisis, on the tax side.
We assure all colleagues and colleagues working that the battle of denunciation and awareness, activated for some time by SALFI, will continue in the coming months, subject to the involvement of the mass media and the specialized press, because the "deviant" signal that is given, albeit involuntarily and implicitly, to those who would still like to manage "malbusiness" in this sector, and because even this disturbing underestimation of the "mission" of the Monopolies is further proof that on AF it is no longer possible to have and tolerate negligence, irresponsible fugitives and omissions to intervene, as urgent as they are dutiful, to protect legality, in a country like ours which has, more than ever, the need to rebuild an internal and external image, to then be spent abroad, especially in the decisive fight against financial illegality.
