Russia. Launch 5 lotteries to raise 120 million for cinema and culture

(Jamma) Russia looks to Great Britain and thinks of lotteries to find funds to finance culture, and in particular film productions. Culture Minister Vladimir Medinsky has won Kremlin support for a proposed law authorizing the launch of 5 lotteries with the goal of raising $120 million over 5 years. The bill provides for the launch of three lotteries with unlimited ticket circulation, and two with limited circulation, in order to increase the chances of winning. It also prohibits any form of private lottery, with the exception of promotional sweepstakes. Three lotteries are currently marketed in Russia: Sportloto, run by the Ministry of Finance to raise funds for the 2014 Sochi Winter Olympics; Goslotto, managed by the Ministry of Sport; and Pobeda administered by the major works agency. Thanks to the proceeds of the lotteries, films such as The King's Speech were financed in Great Britain
