Tools to consciously face the season of reorganization of the public gaming sector - in bookstores in April 2024

With the prefaces of the Hon. Sandra Savino, Undersecretary of State for Economy and Finance with responsibility for relations with the Customs and Monopolies Agency, of Sen. Massimo Garavaglia, President of the VI Finance and Treasury Commission of the Senate of the Republic, of the Hon. Marco Osnato, President of the VI Finance Commission of the Chamber of Deputies, Dr. Tommaso Miele, Deputy President of the Court of Auditors and President of the Jurisdictional Section of the Court of Auditors of Lazio

After years of waiting on the part of institutions and operators in the sector, the reorganization of the public gaming sector in its entirety is finally underway, as foreseen in the Fiscal Delegation of July 2023. The book by Geronimo Cardia, Supreme Court lawyer, fits perfectly into this context. , chartered accountant and president of ACADI (Association of public gaming concessionaires), entitled: "Public gaming in Italy: reorganization, territorial question and institutional short circuits", published by Giappichelli and in bookstores from today.

“In this delicate moment in which regulating the various issues in one way or another means affecting not only the private interests of operators but even more importantly on public interests, the volume provides the necessary tools to consciously face the season of reorganization of the sector still in progress", declares Geronimo Cardia, already author in 2016 of a first volume entitled "The Territorial Question - The prohibition imposed on legal gaming by local legislation".

“In these pages I have presented the framework of the principles of distribution of public gaming, addressed the impact over time of regional and municipal legislation on the national legal system and highlighted developments, institutional short circuits and possible solutions to avoid the paralysis of public tenders for expiring concessions. In the foreground are the public interests that presuppose the orderly and effective existence of the sector: user protection, legality, tax revenue, business and employment, without forgetting the balance between concessions and system stability", concludes Cardia.

In the text, in addition to the overview of the issues, it is possible to consult the analysis of more than 140 concrete cases, also concerning distance meters and local timetables, and the urban planning tables of over 70 Italian cities, with evidence of the effects of the measures applied.

“In this volume, which tackles with vigor and competence the complex issue of the reorganization of the public gaming sector in Italy, we find ourselves faced with a contribution of significant importance both for the analytical content and for the prospects for a solution that it advances”, declared the Hon. Sandra Savino, Undersecretary of State for Economy and Finance with responsibility for relations with the Customs and Monopolies Agency.

“This editorial project is the culmination of years of research and legal analysis of high technical-scientific value, which give the book the value of denouncing the phenomenon of the effect of regulations on public gaming”, commented the Sen. Massimo Garavaglia, President of the VI Finance and Treasury Commission of the Senate of the Republic.

“If someone believes that the alternative to the status quo is a sort of Wild West, perhaps populated by saloons run by shady characters, perhaps they should reread the text of the tax reform. The lawyer's book Cardia sheds light on this and many other relevant aspects of the sector. He does it in a completely scientific way, like the scholar he is. It is with great satisfaction that we record the enthusiasm created, also in the gaming sector, around a tax reform that Italy has been waiting for fifty years", declared the Hon. Marco Osnato, President of the VI Finance Commission of the Chamber of Deputies.

“Through reference to the various writings published in the work, Geronimo Cardia highlights how the true criticality of the matter of public gaming is constituted by the territorial question and, that is, by the expulsive capacity of the measures that has manifested itself over time, effectively preventing new installations and putting at risk the substantial totality of pre-existing realities with respect to regulatory provisions", stressed Thomas Honey, Deputy President of the Court of Auditors and President of the Jurisdictional Section of the Court of Auditors of Lazio.
