The impasse which in recent weeks had caused some concern to gaming operators in the Netherlands has been resolved, following the entry into force of restrictions on gambling advertising.

TOTO, the state-owned lottery operator, has resumed collaboration with some affiliates. The branch of the state-owned Dutch lottery is convinced that the requirements regarding the ban on non-targeted advertising can be successfully met by some affiliated websites.

Shortly before the ban on untargeted advertising came into force on July 1, 2023, TOTO warned its affiliates by suspending deals due to a lack of further guidance from the Gaming Authority, indications that state participation was expected in that moment.

In an email to its partners, TOTO said it would see how the situation developed.

In the meantime, TOTO has complied with its obligations under the affiliate agreement. Where some competitors chose to stop paying, TOTO continued to pay affiliates for services already provided.

Now TOTO has decided to collaborate with some of its partners again. 

With the exception of Holland Casino Online and BetCity, all Dutch online casinos (affiliated before July 1, 2023) use their own affiliates again. 

In Italy, after the complaint raised by AGCOM to an online gaming concessionaire, the issue of affiliates and the conformity of the services offered with respect to the guidelines indicated by the Italian authority AGCOM, the issue has become very topical again.
